APPROACH TO INTERNATIONALIZATION EDUCATIONAL PROGRAMS IN RUSSIAN HIGHER EDUCATION

Abstract (English):
This article is devoted to the issues of higher education programs internationalization in Russia as a necessary and timely process. In the context of globalization the world’s processes high adaptability of the graduate will contribute to his successful career. This quality in combination with the presence of the necessary competencies graduate with a set of descriptors today especially in demand in the labor market. Implementation of joint training programs with the use of various forms of internationalization, starting with short courses and specialized programs to double degree programs, creates for students in Russian universities the opportunity to develop the necessary competencies in view modern trends in economics, sociology, politics, culture, not only domestically, but also in the world. Consideration the questions of the adaptability of existing programs, their importance for the Russian higher education of the experience increases the relevance of the article the problems encountered in the process of practical implementation of internationalized programs training in Russia.

1. ВВЕДЕНИЕ

В современном мире система высшего образования переживает период преобразований, связанных с переходом к инновационным технологиям и принципам интернационализации. Процесс интернационализации образования берет свое начало в конце XX в. В настоящее время он охватывает как страны с развитой, так и страны с развивающейся экономикой. С первых примеров академической мобильности российских студентов и преподавателей многоаспект ность этого явления, изменяющиеся социальные и образовательные потребности превратили интернационализацию в предмет научного исследования учеными в области образования, социологии, экономики и управления. По мнению О.Н. Пинигиной, с позиции государственных интересов развитие этого процесса содействует повышению эффективности регионального рынка труда, обмену квалифицированными специалистами, перераспределению бюджетных средств, подготовке профессиональных лидеров в различных сферах деятельности, формированию взаимопонимания элит разных стран, а также повышению конкурентоспособности национальной системы образования [8, с. 34]. Особую важность процесса интернационализации образования определяет его включение в качестве одного из показателей в мониторинг эффективности вузов РФ. Г.И. Леонтьева определяет процесс интернационализации как сферу взаимодействия разнонаправленных сил, ценностей и идеалов. При этом она считает, что без его рассмотрения как явления, отражающего сложную динамику радикальных перемен, нельзя понять закономерности изменений  политической, экономической и социальной жизни в стране [7, с. 9].
