METHODOLOGICAL ASPECTS OF MAINSTREAMING TECHNOLOGY “TALENT MANAGEMENT” IN THE WORK WITH PERSONNEL RESERVE ORGANIZATIONS

Abstract (English):
The article deals with problems of management of a personnel reserve in the organization and suggests guidelines to minimize such. The authors also highlight the possible risks in the event of implementation problems. In the article the definition of management talents is given. The main attention in the article payed to representation of technology management talents in the organization by authors. In the author’s opinion, using technology of management talents in work with a personnel reserve allows the organization to achieve strategic objectives. Including increasing competitiveness, to increase appeal of a brand in labor market, to improve competences of employees and to receive the effective personnel reserve. In turn, the working control system of talents is a chance for the employee to be promoted on a career ladder, to gain new knowledge and skills. The results, to be used in work with the personnel of the organization.

Кадровые технологии, как правило, испытывают преобразования вместе с изменениями рынка труда. Эти технологии управления хорошо работают в стабильных производственных условиях, однако их актуальность меркнет в условиях возникновения большого количества новых технологий производства, стремительной и беспощадной борьбы за рынки сбыта, нестабильности политических событий. Для повышения эффективности производительности, формирования мотивационной деятельности и удержания лидерства, современному рынку труда необходимы новые инструменты воздействия и управления [5, 35]. Одним из таких инструментов является формирование кадрового резерва.

Кадровый резерв – классическая технология управления персоналом. Чаще всего под кадровым резервом понимают группу работников, которые имеют управленческий потенциал; обладают профессиональными компетенциями [10, 56], соответствующими должности того или иного ранга; прошли профессиональный отбор и квалификационную подготовку [6].
