ANALYSIS OF NETWORK APPROACH PRACTICES IN THE CONTEXT 
OF IMPLEMENTING STATE PROGRAMS FOR INTEGRATING 
SCIENCE AND EDUCATION

Abstract (English):
The article deals with the network form of partnership between educational organizations of higher education and scientific institutions, which is aimed at improving the effectiveness of research activities of educational organization of higher education and improving personnel policy. The author emphasizes that universities and research institutes have similar goals in the field of research and project work, which creates opportunities for combining efforts in the conditions of modern 
socio-economic realities. Despite state support and government initiatives aimed at the integration 
of science and education, there is still a crisis in the system of higher education and scientific activity in Russia. The analysis of Rosstat data shows a significant reduction in the number of organizations engaged in scientific research, which contrasts with the growth of research activity in the educational sphere and industry. The article focuses on the need to renew the scientific sphere and attract young scientists, as well as on the problems of low state funding and insufficient investment attractiveness of science, which negatively affects the interest of young people in professional activities in this field.
