The issues of management and development of organizational culture of an educational institution of higher education are considered. Taking into account the research conducted on the formation of a cross-cultural portrait of students in conditions of uncertainty on the basis of the Department of Management of Foreign Economic Activity of FSBEI HE «DONAMPA», factors influencing the formation of organizational culture in the conditions of a dynamically changing external and internal environment of an educational institution were identified. The use of the administrative imperative for the management and development of the organizational culture of an educational institution in conditions of uncertainty is proposed, indicating its main tools. The practicalsignificance of the study lies in specifying the parameters of the cultural portrait of students, which allows optimizing the process of managing the organizational culture of an educational institution of higher education in the Donetsk People's Republic, taking into account today's realities of providing educational services
