The article presents the results of a study of modern public service modernization in the period of administrative reform in Kazakhstan. In the administrative aspect of the emphasis on human resource component in the process of implementation of the administrative reform, transformation and optimization of state bodies. The issues of organizational effectiveness, new technological processes in the activities of civil servants. Formation of Kazakhstan’s statehood is closely linked with a wide range of issues of theoretical and practical understanding of human resource management in the public service.

Государственная служба в истории становления казахстанской государственности характеризуется как сложное образование, в ее структуре выделяют правовой, организационный, идеологический, политический, экономический и практический аспекты. Как социальный институт, государственная служба — это исторически сложившаяся, устойчивая форма организации совместной деятельности лиц, находящихся на службе государства. Специфика развития и трансформация государственного управления и государственной службы в истории становления казахстанской государственности тесным образом связаны с движением государственнополитической мысли в тюркском мире. Развитие государственной службы Казахстана, в соответствии с этапами развития общества, охватывает ее постреволюционный, советский довоенный и послевоенный периоды, вплоть до образования независимости Казахстана включительно. До 1992 г. в Казахстане существовала советская модель государственного управления на местном уровне, которая отрицала принцип разделения государственной власти на ветви и основывалась на полновластии местных территориальных представительных органов. Монолитная номенклатурная государственная кадровая политика советского периода стала политическим наследием постсоветских государств, преобразовавшись в «систему государственной кадровой политики» стран Содружества. Для современного Казахстана важным вопросом в модернизации государственной службы стало совершенствование процесса административного управления, в том числе таких ее функций, как контроль и мониторинг. Активно стали приниматься меры по решению проблемы реализации местного самоуправления в Казахстане, которые тесно взаимоувязаны с реформированием системы местного государственного управления. Введен и законодательно закреплен институт главы местной администрации, подотчетный главе государства либо руководителю областной администрации и подконтрольный соответствующему Совету народных депутатов, полномочия которого все более стали приобретать декларативный характер. Причиной вышеуказанному во многом стало то, что в тот момент в Казахстане впервые была закреплена единая система исполнительно-распорядительных органов от президента до глав местных администраций. Имевшаяся на том этапе система государственного управления Казахстана была сильно централизованной, что обусловлено объективными обстоятельствами: в тот исторический период приоритетными задачами являлись построение основ государственности и проведение широкомасштабных рыночных преобразований.
