The paper deals with the topical issues of national building and state authority. Based on findings of analyzing the mechanism of authority system formation and intra-national relations, the author proposes thwe integrated system to govern both the state and the nation. The attention is focused on academic and practical issues of state formation and finding out, what is the essence of authority, which are its main features and which is the difference between the state and personal authority. Conceptual elements and mechanisms of state governance and national development are considered, the role and importance of a national leader is emphasized. It is written in the most open manner, hoping for a broad discussion This paper is the part of the wider scientific treatise, which itself is the logical extension of the “National Unity Doctrine of Kazakhstan”, the main text of which has been written by the author earlier.

Обычно происходит отождествление государства с органами его управления (иногда даже с высшими должностными лицами), и это не случайно, ибо имеются причины: теоретико-гносеологические, исторические и иные, а также интересы групп и отдельных лиц. Чтобы избежать такой путаницы, рассмотрим нашу тему, прежде всего, с сущностной стороны, определив, благодаря чему формируется государство.
Как известно, государства формируются в течение продолжительного времени — в результате самоорганизации этноса в государство, так как нации могут существовать только в государственной форме. Как и, наоборот, государства могут существовать и развиваться, в основном, только как национальные государства.
То, что в настоящее время практически во всех государствах проживают люди различных этнических групп, не противоречит тому факту, что в любой такой стране есть государствообразующая нация, ответственная за результаты созидания государственности. Таковой, например, в Республике Казахстан является казахская нация.
Республика Казахстан, согласно Доктрине национального единства Казахстана, одобренной президентом Нурсултаном Назарбаевым, является единственным правовым и историческим наследником многовековой государственности казахского народа и естественным продолжением его политического и государственного устройства. Казахстан принимает все меры по охране своей независимости и укреплению национальной государственности [1].
