The issue of the Russian people role in the unity enhancement of the Russian nation is considered based on analysis of the state nationalities policy official content (primarily on the Strategy of the state nationalities policy of the Russian Federation up to 2025 and speeches of V.V.Putin).

20 августа 2013 г. постановлением Правительства РФ утверждена федеральная целевая программа (ФЦП) «Укрепление единства российской нации и этнокультурное развитие народов России (2014–2020 гг.)». В паспорте программы к числу ключевых проблем в сфере состояния межэтнических отношений в современной России отнесено «…сложное социокультурное самочувствие русского народа, неудовлетворенность его этнокультурных потребностей» [6]. В таком же контексте и в такой же формулировке проблематика русского народа обозначена в Концепции соответствующей ФЦП, утвержденной распоряжением Правительства РФ 22 июля 2013 г. Комментируя и критикуя программу, президент Института национальной стратегии М.В. Ремизов отметил, что проблема называется, но в числе задач и мероприятий в рамках программы она отражения не получила: «такой опции там нет» [7]. И удивляться надо не тому, что нет опции, а тому, что проблема называется и признается.
В рамках формального административно-бюрократического подхода к государственной политике и государственному управлению сама интерпретация проблемы самочувствия русского народа как проблемы государственной национальной политики Российской Федерации возможна только опосредованно. В ФЦП она указывается, а в Стратегии государственной национальной политики Российской Федерации на период до 2025 г. – нет. Сама федеральная целевая программа понимается как механизм реализации государственной национальной политики: «…впервые для решения национальных вопросов был использован так называемый программно-целевой метод» [15]. Поскольку в пакет документов, содержательно и технологически обеспечивающих реализацию государственной национальной политики, ФЦП входит, постольку упомянутая в ней проблема самочувствия русского народа может опосредованно трактоваться как проблема государственной национальной политики России.
