DESIGN A SYSTEM FOR ATTRACTING, TRAINING AND RETAINING HIGHLY SPECIALIZED PERSONNEL: A METHODOLOGICAL APPROACH

Abstract (English):
An analysis of the state of the modern labor market in Russia shows the importance of attracting, training and retaining staff, primarily those employees with unique narrow-profile competencies. For enterprises, the shortage of personnel in the labor market means the need to develop new approaches to attracting, retaining and developing personnel, which is especially important for personnel with a narrow specialization, since in current conditions, when such an employee is dismissed, it is extremely difficult for an industrial enterprise to find a replacement, and retraining and training take a lot of time. The authors of the study propose a methodological approach to attracting, training and retaining personnel of a narrow specialization, which is based on a corporate strategy and in which special attention is paid to the issues of strategic planning of personnel provision for a narrow profile of the enterprise, taking into account the production program of the enterprise in the long term. Recommendations are given and methodological matrices for choosing the optimal option for finding and attracting specialized specialists, their development and training, motivation and retention are presented. The importance of an individual approach to the development of a personnel management system with a narrow specialization and the need for periodic evaluation of such a system for its improvement in conditions of high turbulence in the labor market was noted.
