This article discusses the application of Article 20.2 of the Code of Administrative Offences of the Russian Federation (hereinafter referred to as the Administrative Code of the Russian Federation), which regulates liability for violations of the established procedure for organizing and holding public events. The article reveals the legal nature of the legal framework of Article 20.2 of the Administrative Code of the Russian Federation, which includes the Constitution of the Russian Federation, Federal Law № 54-FZ of 19.06.2004 «On Assemblies, Rallies, Demonstrations, Marches and Picketing» and Federal Law № 3-FZ of 07.02.2011 «On Police», as well as judicial practice, in particular resolutions The Constitutional Court of the Russian Federation. Special attention is paid to the practice of law enforcement agencies, typical violations detected during public events, and administrative liability measures applied to organizers and participants. It is shown that Article 20.2 of the Administrative Code of the Russian Federation performs not only a punitive, but also a preventive function, contributing to the strengthening of law and order and the legal awareness of citizens. As a result, it is concluded that the effective application of Article 20.2 of the Administrative Code of the Russian Federation is possible with strict observance of the principles of legality, fairness and proportionality of administrative responsibility, which ensures a balance between the implementation of the constitutional right of citizens to freedom of assembly and the need to protect public order and security. The article provides examples from judicial and administrative practice that confirm the relevance and significance of this rule. Article 20.2 is an important instrument of legal regulation, allowing the State to prevent offenses, maintain stability and strengthen legal discipline in the field of public events.
