The article is devoted to the critical analysis of the experience and practice of modern China in terms of the intensive policy of rejuvenation of national academic human capital implemented in recent decades by increasing the number of young scientists and university teachers (professors). It clarifies that scientists and teachers of higher education are considered by the Chinese authorities as Talents, a resource that ensures the achievement of strategic goals of the state. The range of measures implemented at the state and regional levels to attract young professionals to the academic environment and support their motivation for long-term employment in the profession is determined. A picture of the characteristics of the human resources policy implemented in relation to young teachers by Chinese universities is presented; key features and main problem areas are highlighted. The list of factors that, according to the authors, can have a positive impact on the growth of the effectiveness of attracting and retaining foreign young academic Talents in Chinese universities is presented. It is indicated that China’s experience in attracting and retaining young Talents in the scientific and pedagogical environment has practical value from the perspective of finding ways to improve the human resources policy of modern universities.
