Achieving technological sovereignty is a strategic priority, and the state implements a set of support measures, but their effectiveness requires comprehensive evaluation. Based on theoretical approaches to defining technological sovereignty and criteria for evaluating effectiveness, key characteristics of existing support measures are examined. Systemic problems are identified, including insufficient coherence of the regulatory framework and goal-setting, fragmentation of instruments, functional barriers to business access to support, and limited coverage of priority sectors. Factors reducing the overall effectiveness of state policy in this area are analyzed. The potential of systematically using public-private partnership (PPP) mechanisms to address complex technological development challenges is considered as a promising direction for improving the effectiveness of support measures. The need for further adaptation of support instruments and the development of comprehensive approaches to assessing their contribution to achieving technological sovereignty is indicated.
