The article substantiates the substantive aspect of the human-oriented approach to human resource management as the basis for the formation of a sustainable society in the context of digital transformation. The analysis of the concept of the International Labor Organization is carried out, three key areas contributing to the formation of a digital society are identified. The analysis of approaches to project management is carried out as the next evolutionary stage of the formation of a personnel motivation mechanism in organizations with a high level of process automation. Particular attention is paid to the tasks that are included in the national agenda of Russia until 2030–2036, the Russian project “State for People”, the features of personnel motivation based on a value-oriented approach are considered. The article serves as a justification for the need to integrate technological innovations with a personalized approach to management in order to maintain the competitiveness of a high-tech state and organizations.
