ABSTRACT

The article considers the problem of prioritizing information processes in distributed information systems of the Federal Penitentiary Service (FSIN) of Russia, operating in conditions of hierarchical organization, territorial fragmentation, asyn-chronous data exchange and incompleteness of incoming information. It is shown that the use of static prioritization mech-anisms based on fixed regulations and expert assessments does not fully take into account the changing characteristics of the information environment, which reduces the efficiency of data processing and the sustainability of management deci-sions. An adaptive approach to prioritizing information processes based on a multi-criteria integrated assessment with dynamically variable weighting coefficients is proposed. The model takes into account the value of the information result, the urgency of processing, the completeness and reliability of the data, as well as the resource intensity of the processes. An adaptive prioritization algorithm has been developed to ensure that priorities are reviewed depending on the current state of information flows and the parameters of a distributed system. The conducted efficiency assessment based on a formal-ized scenario of deterioration in the quality of input data showed that the proposed approach makes it possible to increase the stability of departmental information systems, ensure a more reasonable allocation of computing resources and reduce the risk of delayed processing of critical information.
