Innovative management of a health resort comprises the complex and rational distribution of different types of resources, as well as boosting the investment attractiveness of the Republic of Crimea, and expanding the range of services of the sanatorium-and-spa resort complex. These innovations can provide economic efficiency and result in positive social and environmental effects. The economic efficiency refers to economic growth through the introduction of scientific achievements that can accelerate the development of the resort complex, ensure their economic security, and provide for high stable rates of growth and rightful place among all the sectors of the national economy.

Крым имеет развитую сеть курортных заведений, размещенных в уникальных климатических зонах морского побережья и гор, которые используют для лечения минеральные воды, грязи практически всех известных бальнеологических типов. Всего в санаторно-курортную отрасль входят 825 предприятий, из которых 467 учреждений — специализированное санаторно-курортное лечение или услуги оздоровительного характера, 358 учреждений — услуги по временному размещению. В 2014 г. в санаторно-курортном комплексе (СКК) отдыхало около 950 тыс. человек [1].
Мировой опыт показывает, что регулирование рынка санаторно-курортных услуг может дать существенные экономические преимущества и способствовать решению многих социальных задач. Активизация роли государства в обеспечении постоянного экономического роста должна сочетаться с рыночным регулированием экономики, т.е. необходим синтез государственного регулирования и рыночных инструментов для реализации краткосрочных и долгосрочных задач.
