This article describes the results of an empirical study of the characteristics of the personal resource system that ensures psychological safety in individuals with low levels of professional development. The study was conducted using specialized tools that operationalize the concept of a personal resource system that ensures psychological safety in individuals with low levels of professional development. Respondents included employees of the Russian Federation's internal affairs agencies (n=1,484), of whom 495 were identified with low levels of psychological safety. An analysis of the correlations between the component structure of psychological safety and the personal resource subsystems that support it allowed us to identify the weakest points in the system and determine the insufficiency of which personal resources underlies low levels of psychological safety. A number of paradoxes in the resource support of psychological safety were identified, including the "Paradox of Hope," the "Paradox of Prudence/Courage," and the "Paradox of the Gap: High Resources, Low Psychological Safety," among others. A significant practical problem has been identified in the context of the professional activities of employees of the Russian Federation's internal affairs agencies: the presence of a pronounced potential for internal resources does not correlate with the effectiveness of their use in ensuring psychological safety. This dissociation highlights the importance of moving from an extensive model of resource accumulation to the development of transformative competencies. Transformative competencies are understood as the ability to convert integrative personal constructs (such as meaningfulness, wisdom, and spirituality) into specific coping strategies and adaptive behavior.
