Abstract (English):
In this article, we will conduct an in-depth analysis of the problem of the rule of law as an ideological paradigm in the modern context of state development. We will consider the main approaches to the definition of the concept of paradigm and establish that the ideological paradigm of a civilized state is an ideal model of the organization of the state. This model is formed on the basis of a general consensus in society regarding key values and fundamental knowledge that influence the setting of goals and the choice of means to achieve them. Moreover, the ideological paradigm provides an opportunity for the effective implementation of its essential characteristics in real life. For a deeper understanding of the topic, let's look at the main approaches to defining the rule of law. This concept covers important aspects related to the priority of legal norms and institutions in society. One of the key elements of the rule of law is to ensure compliance with laws and norms as a mandatory standard of conduct. It also means that no one is above the law, and even the authorities must obey it. In addition, the rule of law plays an important role in ensuring stability and predictability in society. When legal norms are supreme, it helps to establish a framework for power and prevents possible abuses. It also contributes to the development of citizens' trust in the justice system and State institutions. In conclusion, we see that the ideological paradigm of a civilized state and the rule of law are closely linked. They provide the basis for structuring society and the State, while guaranteeing compliance with laws, predictability and fairness. Further research in this area may help to better understand how these concepts affect the development of modern States and societies.
