MULTIFUNCTIONAL EDUCATIONAL ESTABLISHMENT: A MODEL OF EFFICIENT RESOURCE MANAGEMENT IN DIGITAL EDUCATION ENVIRONMENT

Abstract (English):
The article analyses the reasons for the emerge of educational complexes as multi-functional educational establishments at the time of renewal of Russian education due to the Federal Law on Education in the Russian Federation and transition to new Federal State Educational Standards of pre-school, primary general, basic general, and secondary general Education. The author considers characteristics (competitive positions, conditions, risks) of the development of multifunctional educational establishments in Moscow regional system of education. Ways to implement optimization model of efficient resource management in multifunctional educational establishment are suggested. The author reveals separate elements of the optimization model to substantiate requirements for professional and special competencies of a Head of an educational establishment, and to demonstrate the necessity and programs of manager’s training to work in the digital educational environment.

Условия рыночной экономики диктуют системе образования необходимость следования принципу диверсификации. Данный принцип предполагает обеспечение разносторонности, вариативности развития образовательных организаций, увеличение сложности внутренней инфраструктуры системы образования за счет многообразия реализуемых образовательных программ, расширение вариативности предоставляемых образовательных услуг, возникновение новых видов и типов образовательных организаций, формирование многоуровневых систем через объединение и расширение сферы их деятельности. Основная идея диверсификации — создание оптимальных условий для удовлетворения образовательных потребностей, интересов, ожиданий современного социума [8]. Реализация идеи, начавшаяся в Москве в конце 1980-х — начале 1990-х гг. как процесс укрупнения образовательных учреждений через создание образовательных холдингов, не получила широкого развития в силу отсутствия или недостаточного концептуального обоснования ее проведения [3].
