THE OBJECTS OF INTERREGIONAL COMPETITION IN THE FORMATION OF THE REPRODUCTIVE POTENTIAL OF THE REGIONS

Abstract (English):
Object of the Study. Regions, subjects of the Russian Federation. Subject of the Study. Economic relations between the regions formed in the process of inter-regional competition. Theoretical and Practical Problems. The mechanism of inter-regional competition for private investment is based on the adaptation of the region to systematic factors (specified outside the region) and its active influence on non-systematic factors (amenable to by the regional authorities). Contemporary features of competing regions are considered with respect to competition. Mechanism of inter-regional competition for federal resources in the Russian Federation in the form of regional grants on a competitive basis for the creation and maintenance of innovative regional clusters have been studied. Main Theoretical Aspects of the Article. One area of competition in the region is developing and maintaining the most favourable conditions, factors (business environment) for businesses already deployed in the region and attracting potential businesses. Social factors are very important in the competition between regions for involving people. Purpose of the Article. Exploring the main objects of inter-regional competition which are the carriers and sources of increasing the reproductive potential of the region.

1. Введение

В настоящее время все больше проблем, возникающих на региональном уровне, имеют связь с межрегиональной конкуренцией и конкурентоспособностью региона. В то же время концепция межрегиональной конкуренции и конкурентоспособности региона до сих пор не стала одной из системообразующих в теории региональной экономики. Это обусловлено тем, что процессы межрегиональной конкуренции, как правило, рассматривались изолированно. На наш взгляд, в качестве одного из способа решения обозначенной методологической проблемы можно предложить увязку конкурентоспособности региона с его воспроизводственным потенциалом.

Воспроизводственный потенциал региона — это более широкая категория по сравнению с экономическим потенциалом, так как охватывает не только процесс производства, но и фазы распределения, обмена и потребления [Юсупов, 2008, 11; Юсупов, 2012, 12; Юсупов, 2010, 13; Юсупов, Янгиров, 2008, 14; Юсупов, Янгиров, 2007, 15; Юсупов, Янгиров, 2010, 16; Янгиров, Юсупов, 2007, 17; Янгиров, 2008, 18; Янгиров, 2008, 19].

Регион, участвуя в межрегиональной конкуренции, преследует две цели. Первая — предотвратить сокращение или отток воспроизводственного потенциала региона и вторая — качественное и количественное наращивание элементов этого потенциала. В отношении первой цели необходимо отметить значение не только внешней, но и внутренней ориентации региональной конкурентоспособности. Так, по мнению М. Портера, целенаправленная работа на повышение конкурентоспособности отечественных производителей дает существенно большие выгоды для нации в долгосрочном периоде, чем интенсивное привлечение зарубежных (пусть и более развитых) производителей [Porter, 1998, 20].
