Development trends of forestry enterprises indicate the presence of problems in their activities. The analysis of the activities and development of forestry enterprises and the forest industry made it possible to formulate a list of key problems holding back the development of the forest complex of the Russian Federation. Part of the problems relating to the internal environment, enterprises are able to solve independently, using, inter alia, government support measures. However, the problems associated with the external environment, the enterprises of the forest complex of the Russian Federation can not solve on their own. It has been determined that the existing regulatory legal acts and measures to stimulate the development of industry enterprises do not fully ensure the development of the forest complex and require substantial revision. The imperfection of the existing mechanism of interaction between forestry and the forest industry is proved. The identified problems of the forest complex contribute to the development of crisis manifestations. To ensure the sustainability of the forestry enterprises, taking into account the features of their functioning, directions are proposed for developing an effective model of state management of the forestry complex.

ВВЕДЕНИЕ
В мировой площади лесов доля России составляет 20 %, при этом доля России в мировой заготовке древесины составляет всего 6%. По объемам заготовки в 2018 г. Российская Федерация (238,6 млн м3) занимает пятое место в мире после США (объем заготовки превышает российский в 2 раза), Китая, Индии, Бразилии [2].
При том, что потенциал российского лесного сектора далеко не исчерпан, он долго и трудно адаптируется к рыночным отношениям и требованиям мировых рынков [7, 8]. Причина этого кроется в неустойчивом функционировании и развитии предприятий лесного комплекса РФ.
Угрозу устойчивому функционированию предприятий представляют ситуации, которые создают нестабильность или серьезные перемены, которые в экономической литературе объединены понятием «кризис». То есть кризис предприятия представляет собой процесс, который может существенно помешать функционированию или развитию предприятия [4].
Актуальность темы исследования обусловлена системой проблем, возникающих и существующих в лесном комплексе Российской Федерации. Эти проблемы зачастую определяются применяемой в РФ моделью управления лесным комплексом. Так, формирование лесной политики относится к федеральным полномочиям Министерства природных ресурсов и экологии РФ, а политика в сфере лесной промышленности регулируется Министерством промышленности и торговли РФ.
