The article highlights approaches to consideration of essence of innovative potential of the University. There are resources for the development of internal innovation capacity: intellectual, logistical, personnel, financial, infrastructure. The directions of innovative development of the modern University are examined. There is a purpose of training highly qualified personnel, in accordance with existing legislation and related tasks. The strengths and weaknesses of the process the training of the innovative staff in the regional universities are distinguished and grouped. The strategic directions of innovative development of regional university and the ways of achieving purposes are formulated.
