THE NATIONAL INDUSTRIAL DEVELOPMENT AND LOGISTICS PROGRAM AS A TOOL FOR MODERNIZING THE ECONOMY OF THE KINGDOM OF SAUDI ARABIA

Abstract:
The National Industrial Development and Logistics Program (NIDLP) is an important instrument for transitioning from a hydrocarbon-based development model to achieving the goal set forth in the strategic document for diversifying the national economy – "Vision 2030." Methodologically, the research relies on a combination of economic and political science analysis, comparative-statistical method, discourse analysis, and content analysis. The choice of research methods is justified by the specific features of the Kingdom's development, including the level of transparency of the documents that regulate the ongoing modernization. The selected combination of methods allowed for an objective study of the directions of Saudi Arabia's economic development defined by the National Industrial Development and Logistics Program: energy, industry, logistics, and mining. In the course of the research, it was established that within the development of these sectors, particular attention is paid to the accelerated growth in the number of modern industrial enterprises, the modernization of the mining sector and transport and logistics infrastructure, and the formation of a new direction in the field of renewable energy – large-scale wind and solar projects. The theoretical significance of the work consists in the generalization and structuring of the Kingdom's legislative initiatives for building a new economic landscape that meets the demands of the state and the challenges of globalization. The practical significance lies in identifying specific solutions, legislative initiatives, and demonstrating the mechanisms that contribute to solving the tasks set by the Kingdom's leadership. The identification of successes and causes of failures is of utilitarian interest to states interested in developing their own industrial, attracting foreign investment and logistics capacities.
