Goals of the International program on learning outcomes assessment — Programme for International Student Assessment (PISA) — are discussed, outcomes of PISA-2012 are provided, which reveals that Russian school students are behind their European peers in the skill to put the acquired knowledge into practice. As is expected, implementation of the Russian Federation Government Program on “The Advancement of Education” for 2013—2020 would improve performance indicators of the RF school-level students regarding the results of further international comparative studies of basic education quality. To achieve the said goal transferring commonly recognized European education values and goals to the realities of this country could be of considerable use. Regulatory documents of the European Union on school education are analyzed and translated in Russian; priority tasks of European states in the area of school-level education improvement are outlined as aimed at developing core competencies of school-level students. Eight core competences as identified by the EU educational authorities are mentioned. To improve the RF school-level students core competences it is necessary to re-arrange educational processes in such a way, that active personal communications come to play the crucial part. Importance of competency-building approach in school education is outlined.

Международные сравнительные исследования в сфере образования для оценки предметной подготовленности школьников начали регулярно проводиться в конце XX в. с цикличностью один раз в 3–5 лет. Их проведение осуществляют Международная ассоциация по оценке учебных достижений (IEA — International Association for the Evaluation of Educational Achivements), Организация экономического сотрудничества и развития ОЭСР (OECD — Organization for Economic Cooperation and Development). В таких исследованиях в разные годы принимают участие от 40 до 70 стран. За последнее десятилетие программа PISA, проводимая Организацией экономического сотрудничества и развития, стала своего рода мировым эталоном в области оценки качества и эффективности школьных систем [11]. За годы реализации программы значительно вырос авторитет этого исследования: в 2000 г. в программе участвовало 32 страны (из них 28 стран ОЭСР), в 2003 г. — 40 стран, в 2006 г. — 57, а в 2009 г. — 65 (из них 34 страны ОЭСР), в 2012 г. — 65 стран. Проведение анализа результатов исследования PISA в 2012 г. является особенно актуальным на данном этапе, так как оно дает ответы на следующие вопросы:
- изменилось ли состояние российского образования с позиций международных стандартов, основанных на компетентностном подходе?
- в каком направлении следует совершенствовать российское образование для повышения конкурентоспособности выпускников российских школ [11]?
Прежде чем остановиться на подробном исследовании результатов международных тестирований школьников, необходимо рассмотреть суть и важность понятия «оценивание».
А. Литтл и Э. Вульф подчеркивают, что только путем измерения и оценивания можно понять, чему научились люди. Это смещение внимания от проблем доступности и количественных параметров образования к его результатам и качеству означает растущее внимание к вопросам оценивания. Подобное внимание наблюдается во всем мире, как в развивающихся, так и в развитых странах [6].
