In nowadays economy of foreign countries and Russia institutional approaches are mostly created to determine the quality of products, and to a lesser extent, they are applied in assessing the quality of stock liquidity. The securities, including stocks, commodities are nonphysical nature. Thus, we can introduce the following definition: the quality of the securities is a set of its characteristics, related to its ability to satisfy stated and implied needs. The assessment of the quality of the securities is a measure of compliance the realization of the rights, conferred on security, which allows to determine the satisfaction, established or suspected needs of the shareholder as an ownership of the securities. The assessment of quality of the shares liquidity is an actual problem of development of the securities market. However, it is little studied, because of its complexity. The compliance with the quality parameters of shares to shareholders query parameters can be measured by generalized indicators of quality, that we offer to enter, based on the formation of a number of informal rules. Since the introduced institutions of formation of quality and choice base comparison is not yet directly related to the informal rules, that exist in the memory of investors and shareholders in the form of texts, scientific propositions, brought to formula expressions, as guarantors of implementation, which are the individuals or investment companies - the issuer. Thus, the quality rate of shares is a value measure of correspondence between the parameters of bases of comparison and shares, relating to nonphysical goods. This paper also proposes a methodology and methods for assessing the quality of facilities and the customer satisfaction level. Through the use of a similarity measure, the generalized quality metrics were developed, which in the most general case can be taken into account peculiarities and specific functioning of subjects in the economy, based on the knowledge. The specific types of generalized indicators of quality were introduced. The choice of a base of comparison, arising from the formulation of the problem, was proved. The results can be applied in the field of quality management and the organization of production in various industries

Введение. В современной экономике зарубежных стран и России в основном созданы институциональные подходы определения качества продукции, а в меньшей степени они применены в оценке качества ликвидности акций.
Среди институтов качества продукции можно выделить следующие нормативно установленные стандарты определения термина качества продукции физической природы[1-5]: – Международный стандарт ИСО 8402-86 «Управление качеством и обеспечение качества. Словарь» содержит такое определение: «Качество продукции – совокупность свойств и характеристик продукции или услуги, которые придают им способность удовлетворять обусловленные или предполагаемые потребности»
- В ГОСТ Р 50779.11-2000 «Статистические методы. Статистическое управление. Термины и определения» есть следующее определение качества: «Качество – совокупность свойств и признаков продукции или услуги, которые влияют на их способность удовлетворять установленные или предполагаемые потребности»
- В ГОСТ 15467-79 «Управление качеством продукции. Основные понятия. Термины и определения» дано следующее определение: «Качество продукции – совокупность свойств продукции, обусловливающих ее пригодность удовлетворять определенные потребности в соответствии с ее назначением»
- ГОСТ ИСО 9000-2001 «Системы менеджмента качества. Основные положения и словарь» читаем «Качество – степень соответствия присущих характеристик требованиям».
- Международный стандарт ИСО 8402-94 «Управление качеством и обеспечение качества. Словарь» изменил формулировку так «Качество – совокупность характеристик объекта, относящихся к его способности удовлетворять установленные и предполагаемые потребности»
Однако перечисленные институты не достаточно ориентированы для формирования институтов качества ликвидности акций. Это определяется тем, что ценные бумаги, в том числе и акции, относятся к товарам нефизической природы. Следует отметить, что ряд институтов заверения гарантии и гарантии возмещения потерь отражают существующие меры защиты покупателя и практику их применения в отношении договоров купли-продажи акций в России. Заверения, гарантии и гарантии[6] возмещения потерь в российском праве содержат следующие формальные нормы:
- Признание договора недействительности как заключенного под влиянием заблуждения или обмана (ст. 178, 179 ГК РФ)
- Применение положений о качестве товара (ст. 469,470,475 ГК РФ)
- Применение положений о свободе договора и последствиях нарушения договора (ст. 421,393,450 ГК РФ)
В связи с чем, институты заверения, гарантии и гарантии возмещения потерь на рынке ценных бумаг, представляющие собой как формальные нормы защиты покупателя, выступают как элемент или одним из составляющих института качества акций.
