DEVELOPMENT AND TESTING OF AN INDEX MODEL FOR ASSESSING THE PERSONNEL CONDITION OF SCHOOLS

Abstract:
The aim of the study was to develop, test, and validate a comprehensive index model for assessing the personnel condition of general education schools. The primary objective was to overcome the fragmentation of existing approaches by shifting from normative expert constructs to empirically identified latent dimensions. Based on the analysis of data on 54,856 teachers from 477 Moscow schools using factor analysis, four key index aggregates were formed: «personnel strain», «personnel maturity», «personnel dynamics», and «academic vulnerability». Cluster analysis identified three typological school profiles: stable and mature, young and unstable, and dynamic but vulnerable. The practical significance of the study lies in creating a tool for systemic monitoring and differentiated management. The developed composite index demonstrates a moderate yet statistically significant correlation with school ranking, confirming its external validity. The model allows for identifying schools with personnel deficits, justifying targeted support measures, and contributes to enhancing the effectiveness of data-driven educational policy.
