This article examines the application of risk-based approaches in various sectors – healthcare, education, information technology, unmanned aerial systems, and other areas – with an emphasis on their applicability to state program budgeting tasks. The maturity level and methodological features of risk management in these sectors are examined, examples of risk assessment models and tools (qualitative and quantitative, including digital technologies and industry metrics) are provided, and a comparative analysis is performed. Based on these findings, recommendations are formulated for the use of best industry risk management practices in the planning, execution, monitoring, and evaluation of state programs.
