Abstract (English):
The article from the standpoint of a systematic approach deals with management of transformational programs. In the paper is developed a detailed typology of transformational programs. Various concepts of systems theory in terms of their use in program management business transformation are analyzed. Structural "viable" transformational program model, system dynamics model of the program are developed. In the article is proposed the system methodology of transformation program management, consisting of six interconnected blocks.

Введение

В теории накоплен значительный опыт системного рассмотрения процессов и организации управления. Начиная от тектологии А. Богданова и общей теории систем Л. фон  Берталанфи до современных подходов системной динамики, комплексных адаптивных систем и др. создан серьезный научный задел в данном направлении.

В управлении проектами и программами также достаточно большое внимание уделяется рассмотрению процессов с позиций системного подхода. Этой проблеме посвящены книги, статьи и стандарты (Милошевич, Керцнер, Воропаев, Бушуев, Бушуева, P2M и др.).

В последние годы в связи с ускорением инновационных процессов и осуществлением масштабных изменений в разных сферах деятельности (международные отношения и экономические связи, финансы, право, технологии и др.) активизировались процессы радикальных изменений в бизнесе, реализуемые в различных формах, в том числе трансформационных программ.

Управление трансформационной программой — это сложный комплексный многоуровневый процесс, требующий учета разнообразных факторов внешнего и внутреннего окружения.

Применительно к управлению трансформационными программами данный подход нуждается в дальнейшем развитии и сейчас находится в начальной стадии становления. В целом методология управления программами данного типа пока еще не разработана в достаточной степени.

Можно сформулировать научную проблему — проблему разработки целостной методологии управления трансформационными программами на основе применения системного подхода.

Цель данной статьи — выявление возможностей и особенностей применения элементов системного подхода в развитии методологии управления трансформационными программами.
