The purpose of the article is a comprehensive assessment of the adopted and effective value-program normative documents that characterize and regulate the key areas of national public policy. The methodological basis of the research is an interdisciplinary approach that combines political science (structural and value-based), law (examination of legal acts and interpretation of legal norms), analytical (structural and functional analysis) and sociological (document analysis) methods that allowed us to characterize the essential (i.e. substantive) the nature of the considered value-normative strategic documents, to identify and analyze the value constants embedded in them, to identify the mechanisms of practical implementation of state policy and their impact on the ongoing socio-political processes. In the course of studying and systematically analyzing key value-program normative documents, we come to the conclusion that the basic directions of Russian state policy include measures aimed at preserving and increasing human capital (such as preserving the multinational Russian people, developing and supporting the social sphere, primarily the institution of the traditional family and spiritual and moral values). ensuring national security and protecting state sovereignty (economic and information security, technological sovereignty, territorial integrity, protection of historical memory), sustainable development (ensuring environmental safety and rational use of natural resources, economic growth, international cooperation implemented on an equal basis). The theoretical significance of the research lies in the structuring and generalization of value and program documents that establish and regulate the main directions of Russian state policy. The practical significance lies in the author's proposals aimed at developing and adopting a single regulatory act (framework federal law) or a range of legislative acts (laws) defining the main directions of state policy and value bases that can serve as a consolidating link uniting the interests of Russian society and government structures.
