This article examines network forms of development in small cities as a key tool to enhance territorial resilience amidst severe financial constraints, shortage of skilled labor, and population outflow. The study aims to provide an extensive characterization of diverse networked interaction models between municipalities both theoretically and through comprehensive analysis of existing cooperation practices among Russian cities. Methodologically grounded in theoretical works by domestic scholars, detailed legal framework analyses, and empirical studies of specific associations, this research classifies primary modes of municipal collaboration into competition, cooperation, coopetition, and merger. Special attention is given to legislative support within new initiatives such as Federal Law No. 33-FZ dated March 20, 2025, "On General Principles of Local Self-Government Organization in the Unified System of Public Power," along with other related federal laws. Notable examples analyzed include inter-municipal unions like the Golden Ring tourism project, Union of Russian Cities with sixteen project offices, and the Union of Small Towns of Russia. Findings reveal that networking enables resource pooling, coordinated actions, and synergistic effects without compromising local autonomy. However, external state incentives often lead to formal compliance rather than substantive outcomes. The novelty lies in correlating theoretical types of interactions with real-world cases, particularly assessing the under-researched form of "coopetition." Results underscore the need for balancing state support and self-organization. Realizing network potential can mitigate disparities and improve regional quality of life via resource consolidation. Mechanically enlarging administrative units may not be effective due to increased per capita budgetary expenditures. Economic analysis should precede institutional changes. Project offices play crucial roles in sharing best practices across sectors including utilities, transportation, and environmental protection.
