The article substantiates the relevance of the research on the development of a system for stimulating the work of researchers in the Russian Federation. In the context of the transition to a new technological order, the dynamics of the development of industries and high-tech industries is increasing. In this regard, the role of science is increasing and the need for scientific personnel is increasing. Meanwhile, the scientific branch of the economy today has a low attractiveness for employees. The existing system of stimulating the work of Russian researchers requires revision. It is not possible for us to develop mechanisms for improving the incentive system for tourism activities without considering historical experience. The article presents the main results of a study of the historical experience of the Russian Empire, the USSR, and the Russian Federation in the creation and development of incentive systems for scientists. The main directions of the development of the system of stimulating the work of researchers are formulated.
