The current geopolitical and economic environment has brought the issue of strategic business resilience under sanctions pressure to the forefront. Companies operating in such conditions must adapt to a volatile external environment, restricted access to resources, disruptions in supply chains, and shifting regulatory requirements. In this context, it is critically important not only to sustain operational activities but also to design strategies that ensure both survival and long-term growth. This study focuses on the development of the civil aviation infrastructure complex in the face of sanctions restrictions. It substantiates the need to reassess the strategic priorities of modern companies under such conditions. The research identifies the key areas of activity of the Federal State Unitary Enterprise «Administration of Civil Airports and Aerodromes» (FSUE ACAA), whose core mission is to manage, maintain, and develop aerodrome infrastructure in federal ownership to ensure the sustainable operation of civil aviation. The article outlines the challenges the enterprise encounters in implementing its strategy and defines its main strategic development priorities for the near term: aerodrome modernization, digital transformation, workforce resilience, and geographical alignment. Responsibility for achieving these objectives has been assigned to specific company divisions. The paper also proposes a set of effective tools and methods for implementing the strategy.
