The article examines methods and approaches to the formation of a civic-patriotic bloc at the municipal level in the Nizhny Novgorod region. The main purpose of the work is to identify key mechanisms that contribute to effective patriotic education of young people, as well as to analyze existing problems and prospects for the development of this area. The author proceeds from the hypothesis that the successful implementation of civic and patriotic policy depends on the systematic interaction of government authorities, public institutions and the adaptation of federal programs to local conditions. The methodological basis of the study is a qualitative analysis of regulatory legal acts and strategic documents, a case study of municipal practices in the Nizhny Novgorod region, sociological methods (surveys, focus groups), as well as a comparative analysis of the effectiveness of projects such as Unarmia, Volunteers of Victory and other initiatives. The results of the study show that the municipalities of the Nizhny Novgorod region are actively implementing federal projects, complementing them with local initiatives such as volunteer actions, "Class meetings" and military-patriotic games. Interdepartmental coordination through municipal councils and support for the volunteer movement play an important role in this process. At the same time, problems have been identified, including the passivity of young people, a formal approach to organizing events, and insufficient use of digital tools in patriotic work. The author concludes that in order to increase the effectiveness of civic and patriotic education, it is necessary to strengthen the legal framework, develop interactive and digital formats of interaction with young people, and also take into account regional specifics when implementing educational programs. The study highlights the importance of an integrated approach combining federal strategies with flexibility and adaptability at the local level.
