One of the main goals of Russian education at the present stage should be the versatile preparation of young people to overcome the challenges of the present and the future, based on the development of innovative and digital creative technologies in a complex. In the Federal State Educational Standards of basic general (2010) and secondary general (2012, 2022) education, there are indications of the need to establish and develop students’ motivation for innovation and the formation of abilities to create innovations. Since the requirements of Federal State Educational Standards in the Russian unified educational space apply to all students, it is acceptable to assert the need to organize innovative universal education for Russian schoolchildren in the context of digitalization of education. The formation and development of innovative universal education for schoolchildren is a manifestation of Russian educational sovereignty. The target orientation of innovative universal education is the formation of psychological and functional readiness among graduates of secondary schools to perceive, use and create innovations in education and in the upcoming professional activities for each of them, which to a large extent will form the competitive technological sovereignty of the country, ensure the effectiveness of import substitution processes and thereby enhance the defense capability of the Russian Federation.
