In the Russian economy, there is a shortage of workers with higher education in the employed workforce, contrary to the widespread belief that there is an excess of them. The shortage of people with higher education determines the relevance of the development and expansion of the scale of the higher education system, determines the need to develop research aimed at improving management in the higher education system. However, over the past 20 years, not a single monograph has been published in Russia, not a single dissertation has been defended for an academic degree, only one article has been published on the problems of operational management in the higher education system. At the same time, there are problems in the management of operations of higher education institutions, the solution of which requires scientific justification. The most important task, the solution of which determines the organization and management of operations, is forecasting and planning the scale of activities. Modeling the impact of various factors on the number of students using Rosstat data made it possible to establish that the number of workers determines the number of students in a region with higher education employed in the region, which can serve as a basis for planning the scale of activities of the higher education system. At the same time, the totality of activities of state and non-state universities largely satisfies the needs of regions for specialists with higher education compared to state universities.
