The purpose of the article is the making of the list of recommendations for the development and implementation of value bases in the process of decision-making in public administration sphere approved with actual policy agenda and civilizational values of Russia. The significance of the theme are determined by the process of decision-making quality assessment in the regions of the Russian Federation by Russian political government and the making new methods of KPI defining strength and weakness parts, potential opportunities and threats of the public policy processing relating to Decree of the President of the Russian Federation No. 809 dated November 9, 2022. The paper concludes with a discussion of the correlation between value-rational and goal-oriented approaches in public administration in modern Russia. The methodology and methods of this study are comparative approach, axiological approach, content analysis, analogy method, system analysis, SWOT-analysis. The theoretical significance is the approbation of axiological and civilizational approaches in the study of the public administration system. The practical significance of this research is to develop systemic value principles for public administration in modern Russia, considering the current external and internal political situation.
