The contemporary state of the Russian system of education is being marked by a search for innovative approaches or methods relevant to the changing interests and priorities of the personality, society, and country. One of prerequisites for success is a comprehensive analysis of the preceding stage. Thus the aim of the paper is to carry out the retrospective analysis of the programs of education development, based on programmed-oriented and goal-oriented approach, in respect of creating favourable conditions for social partnership in education. A few existing analytical articles featuring achievements and setbacks of the programs have been studied. Furthermore, the juxtapositional analysis of goal-oriented indices related to social partnership in education of the four programs of education development and open statistical data has been performed. The results have been analyzed again and tried on the ‘Strategic priorities of the implementation of the state program of the Russian Federation ‘Education Development’ up to 2030’. The outcome of the research is an established necessity of intersectoral cooperation.
