This article is devoted to the study of factors affecting the effectiveness and quality of services in the field of inclusive tourism. This study considers the principles of inclusive tourism to ensure the accessibility of the environment for people with disabilities. The groups of factors influencing the development of inclusiveness in the sphere of domestic tourism in Russia are identified. The role of the state as the main actor in the development of the industry under study is defined.
