The article considers the issues of budget financing of bodies and institutions of the penal enforcement system of the Russian Federation from the perspective of financial and legal regulation. The content of the principle of budgetary federalism in the context of financial and legal support of the penal system of the Russian Federation is analyzed. The principle of coordination of financial, legal and civil law issues between the structural divisions of the Federal Penitentiary Service of Russia, bodies and institutions, taking into account the content of the principle of budgetary federalism, is formulated. The conclusion is formulated that the analysis of financial and penal enforcement legislation in interrelation expresses the dynamic interpenetration of diversified legal regulation
