The article deals with the transformation of the legal field activities by NGOs in the regions of the Central Federal District as a form of civil initiative. Highlighted problems in the formation of legal field of activities by NGOs in the regions of Russia. The author concludes that one of the problematic factors cost-effective activities by NGOs is tax policy. The features of the choice of organizational form with NGOs.
