Abstract (English):
The accelerating rate of global warming, directly related to the problem of climate change, is of great concern to the entire world community, which, in particular, is reflected in the sustainable development goals adopted at the UN General Assembly in 2015 as “a plan for achieving a better and more sustainable future.” for everyone”, and in the Russian Federation, where work is being carried out on a systematic basis to solve problems related to climate change (as evidenced, in particular, by the 3-year national plans for adaptation to climate change, as well as approved by the President of the Russian Federation on October 26. 2023 new Climate Doctrine of the Russian Federation. In particular, the Climate Doctrine of the Russian Federation notes that “the unprecedentedly high rate of global warming occurring over the past decades,” leading to “the manifestation of climate change in various processes,” including “the inevitable reflection of climate change on people’s lives, the state of the animal and plant world,” “predetermines the need to develop a state observation network in terms of climate monitoring and conducting comprehensive scientific research in the field of climate.” These circumstances determine the need for scientific substantiation of “measures to protect the vital interests of the individual, society and the state from the adverse effects of climate change,” which predetermined the relevance of the presented research. The purpose of the presented research is to find ways to form a universal integrated methodological approach to processing data on the climate system at the national, regional and local levels, adequate to the trends of its changes. The scientific result of the work is to develop an algorithm for the formation of a universal integrated methodological approach to processing data on the climate system at the national, regional and local levels, adequate to the trends of its changes. The practical significance of the results obtained in the work lies in the possibility of their use in the implementation of an integrated methodological approach to processing data on the climate system, adequate to the trends of its changes, will improve the security and sustainability of the development of the Russian Federation, including institutional, economic, environmental and social, including demographic , factors in the context of climate change and the emergence of associated threats through effective adaptation to ongoing and expected climate changes.
