Abstract (English):
The article provides a substantive analysis of the financial and legal status of federal territories in the Russian Federation. The author determines the reasons for the creation of federal territories and their place in the budgetary and tax system of the Russian Federation on the example of the federal territory «Sirius» also, the article analyzes, the international experience in creating, managing and developing federal territories. As well, in the article is given a forecast regarding the further development of the federal territories in the Russian Federation. The article proposes the author's concept of allocation of federal territories of the Russian Federation as independent subject of budgetary relations and also proposes appropriate changes in the federal legislation that involve the normative binding of federal territories as an independent participant in budgetary relations. The above changes will bring budgetary legislation in accordance with part 1 of article 67 of the Constitution of the Russian Federation. The author assumes that the further development of federal territories will increase the investment attractiveness of Russian Federation provide state protection and cost-effective administration of territories that have special valuable resources and infrastructure.
