MANAGING THE HUMAN RESOURCES POTENTIAL OF LOCAL GOVERNMENTS AS MAINTAINING THE SUSTAINABILITY OF SOCIO-ECONOMIC DEVELOPMENT

Abstract (English):
The relevance of the topic of personnel management in local self-government is due to the need for optimal use of human resources to achieve sustainable socio-economic development of territories. The aim of this study is to identify factors influencing the effectiveness of personnel in local self-government and to develop personnel management strategies to increase staff productivity. The study used methods of analysis of scientific literature and a survey of employees of local self-government. The results showed that for successful personnel management in local self-government, both material and non-material factors such as respect, recognition, and opportunities for professional and personal development must be considered. It is recommended to use a comprehensive approach to personnel management, including creating a favorable working environment, developing corporate culture, training and development of employees, as well as transparent systems for evaluation and stimulation of achieving goals.
