The article considers the possibility of using ESG transformation factors to assess the sustainable development of Russian cities on the example of the city of Norilsk. The analysis is carried out in three areas: an assessment of the environmental management of the city, an assessment of the social management of the city, as well as an assessment of the management of the city by local authorities.
