Object. The federal budget as an aspect of social policy. Subject of the Study. The volume and quality of social obligations. Distortions in the determination of inflation. Inequality in the social rights of the population as a result of differences in resources over the territory and refusal to participate in the federal budget provision of social services. An open budget. Contents of the Article. The ideas of the draft budget for the next year in terms of social programs affecting the situation of the population on the basic components and social groups are considered; trends in the observance of social obligations in specific dimensions, including the novella of the financial process, payment for services for beneficiaries are determined; the differentiation of social rights and guarantees , the expansion of openness and transparency, fitness expert fiscal policy at all urovnyah — federal and regional are analyzed. Социальная политика федерального бюджета
При оценке бюджета в наиболее важной для населения части — социальных расходов — руководство страны уверено в том, что выполняются все социальные обязательства.
Так, главная задача при формировании бюджета, по словам Д.А. Медведева, состояла в том, чтобы «...сбалансировать его основные параметры, сохранив при этом макроэкономическую стабильность и выполнив все социальные обязательства» [1]. В.И. Матвиенко на парламентских слушаниях 7 октября 2014 г. о прогнозе социально-экономического развития РФ до 2017 года и параметрах проекта федерального бюджета на 2015 год и на плановый период 2016 и 2017 годов заявила: «Нам крайне важно, чтобы бюджеты всех уровней были сбалансированы и соответствовали тем задачам, которые определены майскими указами Президента России по стратегии экономического и социального развития страны» [2]. Министр финансов РФ А.Г. Силуанов уточнил: «Приоритетами бюджетной политики является обеспечение реализации социальной политики и оборона». Наконец, глава думского Комитета по бюджету и налогам Андрей Макаров обратил внимание на то, что «…независимо от цены на нефть, независимо от развития внешнеполитических рисков социальные гарантии, которые установлены законом для граждан, бюджетом будут, безусловно, выполнены» [3].
Кто и где зафиксировал объем и качество этих социальных обязательств? Это предвыборные указы или еще и другие документы (Концепция демографической политики РФ, Национальная стратегия действий в интересах детей, Конвенция семейной политики и пр.)? Но даже и по Указам Президента авторы проекта бюджета на 2015 г. могут сказать об их соблюдении очень формально, поскольку, например, зарплата бюджетников вырастет на 5,5% против 10–15% по дорожной карте [Бобков В.Н., Вередюк О.В., 2014, 25, с. 7–16]. Это означает, что у бюджетников практически роста не будет, если иметь в виду намеченную Минфином России инфляцию в 5,5%, хотя в 2013 г. фактически она уже была 6,5% и ожидается в 2014 г. не менее 8% (МЭР даже 9–10%).
