The article about legitimacy problem. For modern political culture people’s sovereignty is the basis of legitimacy. In the article given the analysis of contradictions connected with political elite and people separation and prospects of IT-technologies development as mean to overcome this separation. Specific attention is given to totalitarian tendencies connected with civil activity at Internet.
