THE FINANCIAL COMPONENT OF GOVERNMENT MEASURES TO PROTECT THE ENVIRONMENT: INTERNATIONAL AND RUSSIAN EXPERIENCE

Abstract (English):
The article is devoted to the role of the state in supporting and protecting the environment. The paper considers and characterizes preventive and stimulating environmental protection measures that can be applied to companies. Examples of implementation abroad and in Russia are given for all measures. The analysis of the relationship between environmental protection measures, as factors influencing the index of environmental efficiency, is carried out, the indicator of the cost of a ton of carbon is determined as significant. Particular attention is paid to the new instrument "green" bonds, its characteristics and advantages are presented, as well as a market analysis is carried out. The results of the analysis have been summed up and the keyways of developing a competent environmental policy have been identified.
