Relevance. Monitoring of income and living standards of the Russian population has been carried out in the All-Russia Centre of Living Standard PLC for more than 15 years. It is based on an interconnected system of socioeconomic indicators including the use of specific indicators developed at the Centre. Object. Incomes and living standards of the Russian population. Subject of the Study. Dynamics of change in consumer prices for goods and services market in Q3 2014. Subsistence minimum in the face of rising cost of food basket in Q3 2014 compared with Q3 2013. Regional differences in the subsistence minimum. Reducing consumption and the average per capita budget. The ratio of the growth rate of pensions to wage growth. Dynamics of subsistence minimum, cash income and purchasing power of the population. Structure and level of expenditure. Consumer spending. The purchasing power of consumer spending. Grouping the subjects of the Russian Federation on the level of purchasing power of money income. Cash income: comparative characteristics by federal districts. Socioeconomic differentiation of population in the group stratification: the poor, low income, below medium income, relatively wealthy, wealthy and rich. Concentration of cash income in the “non-poor” group with per capita incomes above 3-subsistence levels. Differentiation of wage levels, in federal districts. Differentiation of wages by groups of workers with different wages in relation to the size of the subsistence minimum of the population. Purpose. Formating an economic and statistical pattern of living standard and quality of life, taking into account regional differences in different categories of socioeconomic stratification. Result. The result of monitoring is digital and analytical information obtained through the methods of economic and statistical analysis for Russia as a whole, and by federal districts and subjects of the Russian Federation.

1. Общие аналитические характеристики
Потребительские цены. В III квартале 2014 г. цены потребительского рынка товаров и услуг продолжали расти. В среднем в месяц потребительские цены за этот период увеличились на 0,5%. В аналогичном периоде предыдущего года цены повышались ежемесячно в среднем на 0,4% [Росстат, 2014, с. 155-156]. Прирост цен потребительского рынка товаров и услуг в среднемесячном измерении показан в табл. 1.
Более значительно выросли в III квартале 2014 г. цены и тарифы организаций, оказывающих платные услуги населению. Среднемесячный прирост по всем услугам составил 0,8%. В текущем году он был ниже, чем в аналогичном периоде предыдущего года со среднемесячным приростом 1,4% [Бобков, Гулюгина, 2013, с. 12-83]. В данном случае сказалась отмена индексации цен и тарифов на услуги организаций ЖКХ в июле текущего года.
Цены на продовольственные и непродовольственные товары в III квартале 2014 г. в среднем в месяц повышались на 0,2 и 0,5% соответственно. В рассматриваемом периоде вступило в силу постановление Правительства Российской Федерации от 7 августа 2014 г. № 778 «О мерах по реализации Указа Президента Российской Федерации от 6 августа 2014 г. № 560 "О применении отдельных специальных экономических мер в целях обеспечения безопасности Российской Федерации"». Согласно данному постановлению, вводится «сроком на один год запрет на ввоз в Российскую Федерацию сельскохозяйственной продукции, сырья и продовольствия, страной происхождения которых являются Соединенные Штаты Америки, страны Европейского союза, Канада, Австралия и Королевство Норвегия…». В перечень запрещенных к ввозу продовольственных товаров включены такие социально значимые товары, как мясо и продукты из мяса, рыба, молоко и молочная продукция, овощи, фрукты. Для сбалансированности товарных рынков и изменения потребительских цен в Постановлении предусматривается следующее: «Правительственной комиссии по мониторингу и оперативному реагированию на изменение конъюнктуры продовольственных рынков совместно с высшими исполнительными органами государственной власти субъектов Российской Федерации обеспечить сбалансированность товарных рынков и недопущение ускорения роста цен на сельскохозяйственную продукцию, сырье и продовольствие» [1].
