Natural forests, given their significant depletion, are no longer able to meet the ever growing needs of the national economy in the timber, especially in the locations of pulp and paper mills, in the areas which have deficit of forests. One way to solve the problem is establishment of forest plantations. But the question immediately arises - on what lands it is possible to make it. Furthermore, the implementation of this idea in the Russian Federation has a number of objective difficulties, including difficulties of legislative nature. In our opinion, the establishment of forest plantations is possible in the first place on the unused agricultural lands of the forest fund.

Аннотация: Естественные леса, учитывая их значительное истощение, уже не в состоянии удовлетворить постоянно растущие потребности народного хозяйства в древесине, особенно в местах расположения целлюлозно-бумажных комбинатов, в областях, которые имеют дефицит лесов. Одним из способов решения этой проблемы является создание лесных насаждений. Но сразу возникает вопрос - на каких участках земли это можно сделать. Кроме того, реализация этой идеи в Российской Федерации сталкивается с рядом объективных трудностей, в том числе трудностями законодательного характера. На наш взгляд, создание лесных насаждений возможно, в первую очередь, на неиспользуемых сельскохозяйственных землях лесного фонда.
