The article concerns the main objective of Program for International Student Assessment (PISA), namely, assessment of school students’ ability to apply acquired knowledge in practice and to solve problems, they encounter when deal with real-life situations. As it is anticipated, implementation of the State Program of the Russian Federation on Development of Education for 2013– 2020 years would enhance Russian schoolchildren’s learning achievements in terms of results of international comparative research on quality of education. This aim can be achieved through incorporating problem-based learning method in school curricula, as the problem-based learning method supposes essentially to use tasks aimed at problem solving. Also the paper considers the very essence of «a problem» as the notion, both in general and in the context of PISA.

В романе Даниэля Дефо «Робинзон Крузо» главный герой попадает на необитаемый остров. Сначала он должен раздобыть еду. С целью решения этой проблемы он занимается сельским хозяйством и скотоводством. Затем он должен решить свою основную проблему – построить лодку без инструментов, из ствола большого дерева. Он сталкивается с проблемами, которые требуют от него определенных действий.
Проблемы – это ситуации без очевидного решения. Решение проблем требует критического мышления и обучения в действии и предполагает обращение к интуиции, обычно на основе догадок и чувств, экспериментального взаимодействия с окружающей средой с целью прояснения природы проблемы и ее потенциальных решений. Человек, решающий проблему, может узнать больше о сущности проблемы и ее эффективных стратегиях, изменить направление данных стратегий и начать очередной тур экспериментальных взаимодействий с окружающей средой.
Первая стратегия Робинзона Крузо — выбраться с острова на лодке — не увенчалась успехом. Все мысли героя были сосредоточены только на том, как выбраться с острова именно на лодке. Других вариантов спасения он не рассматривал. Мы, как и Робинзон Крузо, каждый день сталкиваемся с проблемами, которые требуют решения, например: У вас сломался мобильный телефон. Как сообщить друзьям, что вы опаздываете на встречу? Вы не знаете местного языка страны, в которую планируете поехать. В той стране говорят только на местном языке. Каким образом вы будете общаться с местными жителями, например, чтобы спросить дорогу в интересующее вас место?
