The article deals with the problem of improving the efficiency of pre-design inspection of management systems (MS) of the institution of the Criminal Executive system (CES). It is proposed to carry out an initial survey with a thorough analysis of the functioning of the MS institution of the CES. To do this, it is necessary to develop a methodology that would identify objectively processed information and would allow you to build an information model of this institution. The objective processed information determined on the basis of this technique after primary processing can be used as a base and will allow to describe information flows and to develop a program-oriented management system of the MS of the CES institution.
