The article discusses the processes of transformation of economic policy in the Russian Empire in the late XIX — early XX centuries. It analyzes certain aspects of the fi nancial policy of S.Yu. Witte and their refraction at the regional level on the example of the Kazan province. The author turns to the theoretical foundations of the formation of a strategy for economic development in the period under review, notes the national characteristics of commercial and industrial development and the role of government policy.
